On Thursday, May 27, 2010, as about 100 police officers protested severe cuts to their department, I photographed a bizarre red splotch at the Montgomery County Council Building. At first I thought it was blood, but it smelled more like barbeque sauce. Why would such a bizarre stain appear in front of that sign on the final day of the official budget vote?
